senador Alvaro Dias (PSDB-PR) afirmou em discurso, nesta
quarta-feira (18), que há "uma carnavalização do pré-sal" por
parte do governo, o que vem causando preocupação até nos grupos
técnicos da estatal. Ele citou opiniões manifestadas pelo
engenheiro Newton Reis Monteiro, ex-servidor da Petrobras e, de
2001 a 2008, integrante do corpo técnico da Agência Nacional do
Petróleo (ANP).
O engenheiro, segundo o senador, alertou que, se o país
continuar a crescer nos níveis atuais e o pré-sal continuar "com
projeções para dez anos", o Brasil corre o risco de perder a
autossuficiência petrolífera até lá. Outra observação de Newton
Monteiro diz respeito à perda de "grande partedo pessoal
especializado" nos últimos anos e ao fato de metade dos
funcionários ter no máximo cinco anos de experiência.
Álvaro Dias criticou o que chamou de "subordinação da Petrobras
a interesses políticos e eleitorais", citando a construção de
refinarias no Maranhão, Rio Grande do Norte, Pernambuco e Rio de
Janeiro. Disse que foi o próprio presidente Luiz Inácio Lula da
Silva quem admitiu, em entrevista ao jornal Valor Econômico, que
não havia recomendação técnica para as novas refinarias e que
foi determinação dele a mudança dos planos da Petrobras.
O senador paranaense alertou que o processo de capitalização da
Petrobras, que lhe dará recursos para investir no pré-sal,
também enfrenta "incertezas e indefinições". Como resultado, as
ações da estatal caíram nos últimos meses e seu valor de mercado
encolheu em US$ 52,9 bilhões. Álvaro Dias lembrou que o
megainvestidor norte-americano George Soros, maior acionista
individual da Petrobras, decidiu se desfazer nos últimos meses
de suas aplicações na estatal brasileira.
No mesmo discurso, Alvaro Dias leu trechos de artigo do
diretor-executivo do Instituto Fernand Braudel de Economia
Mundial, Norman Gall, publicado no jornal britânico Financial
Times, que alerta para o risco de o presidente Lula "pôr em
risco seu legado" por conta das polêmicas envolvendo a política
do seu governo para o petróleo. Para Gall, "Lula está usando a
imagem do Brasil como potência petroleira emergente como uma
arma política, invocando sentimentos de triunfalismo para ajudar
a levar o PT à vitória" nas eleições de outubro.
Em aparte, o senador Roberto Cavalcanti (PRB-PB) disse que as
refinarias da Petrobras "são de extrema importância" para o
desenvolvimento do Nordeste e que desconhece recomendações de
técnicos da estatal contrárias à sua construção.

Senator Alvaro Dias (PSDB-PR) said in a
speech on Wednesday (18), there has been "a carnivalization of
the pre-salt" done by the Brazilian government, which has
caused concern even in technical groups of the state owned
company. He cited opinions expressed by the engineer Newton Reis
Monteiro, a former server of Petrobras, from 2001-2008, and
member of technical staff of the Brazilian National Petroleum
Agency (ANP).
The engineer, according to the senator,
warned that if the country continues to grow at current levels
of economic growth and continue to announce the pre-salt "with
projections for ten years," Brazil runs the risk of losing
its self-sufficiency in oil by then. Another observation of Newton Monteiro
concerns the loss of "great part of the specialized personnel"
in recent years and the fact that half of the staff has
a maximum of five years of experience.
Alvaro Dias criticized what he called a
"subordination of Petrobras to political and electoral
interests," citing the construction of refineries in Maranhao,
Rio Grande do Norte, Pernambuco and Rio de Janeiro. He said it
was the president Luiz Inacio Lula da Silva who admitted on an
interview to the newspaper Valor Economico that there was a
technical recommendation for new refineries and that his order was to change the plans of Petrobras.
The Senator from the state of Parana warned
that the process of capitalization of Petrobras, which will help
the company gather the resources to invest in pre-salt, also
faces "uncertainties and the lack of definitions." As a result,
the shares of the state owned oil giant dropped in recent
months, and its market value shrank by US$ 52.9 billion. Alvaro
Dias noted that the North American investor George Soros, the
largest individual shareholder of Petrobras, has decided to
discard the last batches of his positions in the Brazilian
state-run oil company.
In the same speech, Alvaro Dias read excerpts
from an article by the executive director of the the Institute Fernand Braudel for World Economics, by Norman Gall, published
on the British newspaper Financial Times, which warns of the
risk that President Lula "jeopardizes his legacy" because of
the controversies surrounding the oil policies of his
government. For Gall, "Lula is using the image of Brazil as an
emerging oil power as a political weapon, invoking feelings of triumphalism to help bring to victory the candidates of this
Labour Party" in the October elections.
As an aside comment, Senator Roberto
Cavalcanti (PRB-MO) said the Petrobras refineries "are extremely
important for the development of the Brazilian Northeast region
and he was unaware of the technical recommendations of the oil
company in breach of the construction of the refineries.
